Which picture better paints Plainfield Public Schools District, A or B?

Picture A

Several scholars have suggested that urban public schools have the potential to serve as either sources of negative or positive social capital (Wacquant 1998; Gariulo and Beassi 1997; Bourdieu and Wacquant, 1992). Schools where academic failure is high and where low achievement is accepted as the norm, and schools that isolate themselves from the neighborhoods they serve because they perceive the residents as "threatening", tend to undermine the social capital of the community. Often, the presence of such schools contributes to the exodus of families with resources, both financial and social, from poor communities, and the lowering of property values. To the extent that such schools are perceived as ineffective and incapable of serving the needs of children, they operate as a source a negative social capital because they further the marginalization of the community; eventually such schools serve only those who are unable to escape them.

Picture B
In contrast, effective urban public schools, and though their numbers are small some do exist (Hilliard 1998; Education Trust 1999; Edmonds 1978), can further the development of social capital within poor communities because they are perceived as sources of opportunity and support, primarily because they provide students with the means to improve their lives. Schools that achieve positive academic outcomes from the majority of students they serve tend to rely heavily upon the support and cooperation of parents. As will be seen from the two case studies presented in the pages ahead, such cooperation can lead to the formation of social networks that can promote the broader interests of families residing in inner-city neighborhoods.

Isn't it clear our district is picture A. I say this with saddness because I thought the district would be moving forward by now. The only thing that has been shown is the Board Members as well as the Interim-superintendent are doing everything in their powers to make sure Plainfield citizens leave this town.
As a parent with a child in the PPS system I am currently looking to exit this district and town because the one thing that would kept me here is the school system.
Last year the board move around all the principals giving the parents and community little or no notice. Now they are changing the format of the elementary schools back to the levels they were three years ago. This move is now going to force parents like myself to leave because there are no real solutions being offered.
They had three years to show measurable improvements with the middle schools due to small student body counts and still the district is labelled "In Need of Improvement".
When a family is looking for a place to live especially if they have children they want to know the school system is in good standing. This is something the Administration and Board has still not been able to achive.
The number of negatives still out number to positives.
A town with failing numbers is not going to attract any new students or great teachers. The Board has all but locked the community and parents out of the decision making process regardless of their pleas for inclusion.
Picture A tells the story of Plainfield in a nutshell.

12:26,

Sadly you are right. As long as the power borkers of this community don't realize that improving the school system is not a matter of choice you and many more families will leave. Thanks.

2:42,

I don't even have a response for you. Thanks.
