BOE Meeting Tapes, Raised Concerns and Thanks to Anonymous Reader for Updates

Last month's BOE meeting was one I wanted to attend, but a last minute "emergency" from one of my children and a flat tire at Watchung Mall made my plans of attending such meeting sour.

The day after the meeting I received a message from Anonymous giving me an update on what went on a meeting. I was grateful for the update, but the list of concerns were serious enough to guarantee a request to hear the tape of the meeting before I posted anything about it. Today I finally was able to listen to the tape.

Below is the list of concerns that I was able to gather today, I hope it is aligned with Anonymous' own list, if not, please let me know. A later post will deal with some of the issues presented below:

FROM PARENTS

--Lack of Teacher Assistants for Evergreen Kindergarten classes. The parent presenting the concern offered the state's own Kindergarten Implementation Guidelines to the school board and the interim superintendent so they can see what the proper staffing is for K classes. This Evergreen parent also made the request for the school board to set up a policy on this matter as this is a recurring concern for K parents.

--A parent from Woodland raised concerns on the district's use of Substitute Teachers and how a certified and qualified teacher has been substituting but really deserves to be hired as a permanent teachers, especially after this teacher has been serving the same classroom, 1st grade (Dual Language?), since September.

--A parent from PAAAS was there to raise concerns on the integrity of the admission process to PAAAS. Students at PAAAS must go through an application and interview before they are accepted, this parent apparently witnessed something different.

--From PAAAS also, concerns on the district's reconfiguration. Good questions and observations were made and hopefully we will hear more on this topic before the school board announces what their decision will be.

--The same parent from PAAAS also raised concerns on miscommunication from the Athletic Department and the Cheerleaders team. There was a mention on future written guidelines for procedures on how to handle overcrowding and athletes.

FROM STAFF

--PEA's President raised questions on the hiring process, on how will the newly hired Supervisors assist teachers and the use of Substitute teachers.

--Woodland's Principal (who also is the district's Administrators' Union President this year) shared her concern on how a certified and qualified teacher that has been working as a substitute has not been offered full-time. If I understood well, she also mentioned that the district has already hired for her school a teacher who is to graduate in the next couple of weeks. This hiring apparently is for Woodland's Dual Language classroom.

--A staff member from Evergreen raised concerns on the interviewing process as he applied to the position(s) being advertised and didn't get a phone call from the district despite the fact that he holds certifications as Supervisor, Principal and School Administrator. He asked if there were policies and procedures in place so he could understand the process. (Serendipity here is at its best as it would be couple of days later that I would finally open the last responses from the district and would find Regulations on this very topic.)

--A teacher from Washington school also talk of how his former district, Westfield, offered "Courtesy Interviews" to all those who applied for a position.

The above are serious concerns that merit serious consideration and serious action from both the school board and the current interim superintendent. As always, corrections, suggestions and comments are welcome.

Sounds like more law suit-ready issues were brought up by the public! OUR board members MUST make that and ALL meeting tapes available for all to see... Transparency: No alibis, No excuses No exceptions!!!

At the close of each meeting, those verbatim and unedited tapes should be made available to the public via PPS' website. Parents want to get to board meetings, but WE HAVE SMALL CHILDREN!!! Internet access should be a no-brainer...don't we get grant money for technology projects and parent meetings...

If the district will not cooperate, we MUST tape and publish each Board of Education meeting ourselves.

The district does not have the right to say, "No Taping." All anyone has to do is give notice that they will be taping and that-is-that.

Ok, how may people can get a babysitter and tape the next meeting? We need volunteers.

Actually, the PTO AND Union should tape and publish each meeting! Just think of the viewers those videos would bring to a blog or website...

Not only should all tapes be made available, but meetings ought to be more accomodating to parents! I couldn't believe that the school district and board allowed 9 sales people to make their sales presentations before the public was allowed to make their comments! 9 sale pitches, of the same stuff, you know how unfair is that to parents with small children?

As for taping meetings, we should. Enough is enough. Thanks.

In my town, all BOE meetings are broadcast live on the local cable channel. No worries about small children and it couldn't be more convenient!

So are ours 9:57 so I don't know what they are talking about. I guess they don't have t.v.s Before you begin encouraging people to tape make sure you have a legal standing to do so. It's not that easy is just pushing record. Im curious Maria,there were responses given to those concerns, why not publish those too. Not doing so appears as if no answers were provided. I was there and they were answered.

Great work Maria!
I was the parent who made the comments about Evergreen Kindergarten classrooms. I then followed up with an email to all board members and the interim superintendent. I did not receive a response to date. So yesterday I made a contact with the New Jersey Department of Education Division of Early Childhood and have been in contact with them several times regarding this issue.

Fortunately for the teachers, parents, and students this is an issue that is regulated and that the board cannot continue to ignore. Unfortunately for the board, not doing the right thing when asked nicely is going to result in state intervention.

What the board fails to realize is that the extra funding given to districts like ours is meant to provide the services/supports that our community requires. It is not a check to be deposited in the bank and used to fund what the board and/or superintendent feels is necessary. If we just hold the district accountable to follow the regulations already in place, we would do much better as a district. Everything we need to know is public information. We just need to find it and then exercise our rights to ask questions and get help from the county and state when we need it.

The answers from the BOE are at next post as this one was to highlight the concerns. Since you were there you also will know that the answers were short of answering the concerns, or so that's how it felt when I listened to the tape. As for taping the meetings and posting them somewhere, check the response from Anonymous at 10:15. Meetings can be taped and aired on the internet and this right is well protected by the constitution. Let's hope we don't have to call in ACLU.

Viewing of the meeting is said to be possible at the local public chanel, but maybe the BOE can just let the meetings be viewed at the district's website. We shall see where this one takes us. Thanks!

In looking at the comments listed our Board has still alot of questions to answer. Transparency seems to be so foreign for this board that we find them constantly in question regarding their practice. Ever since they have won their seats everything that they ran on has been changed from daylight to total darkness. We are more in the dark now than we ever were in the past. Some strong people need to take them out or the government needs to apply pressure to them and force them to provide the service promised.

Isn't the Union County Superintendent of Schools and his well-paid staff supposed to be monitoring Plainfield for the aforementioned lack of compliance, attentiveness and transparency?

Is word getting through to the County Super, or is he ignoring the public & regs too?

Maybe everyone should call and leave a message asking for an urgent investigation of PPS. Although, it seems doubtful that he will pick-up the phone to speak with Plainfield parents.

I hope I'm wrong... Does anyone know how to bypass the secretarial blockades and get through to the County Superintendent???

Oh, and as for TV coverage of BOE meetings: Internet access allows multiple viewings, redistribution, "feet-to-the-fire" accountability for promises and full scrutiny of double-talk, slight of hand and IGNORANCE regarding the law. It also allows a proud community to highlight and rebroadcast wonderful things which often happen at board meetings! It is 2012 and we demand accountability & transparency like the government demands taxes!

Maria, can we use your blog to play, "If I were a board member I would..." ?

Here is how it goes:
If I were a board member:

*I hope that I would have the courage to speak for myself and not succumb to the pressure of group think and group speak.

*I hope I would remember my manners and respond when asked a question or asked for assistance. Even an "I really don't know, but I'll look into it" is better than RUDE silence... At least that's what I teach my children.

*I hope that I would speak-out against adult-to-adult bullying and/or rudeness, especially at at board meetings.

*I hope that I would not look the other way when something just isn't right...even if a lawyer says everything is fine...

Maria, where are our board members and what ARE they thinking??? It seems that they are hiding from us and hiding from the truth. Could it be that they are being bullied? If so, they need to SPEAK OUT, NOW!
